BC Assessment is now searching for a dynamic person who can join its team as a Senior Business Analyst.

In this important role, you will provide Information Management, and Information Technology (IMIT) planning, business analysis, project management, implementation support and client support services for BCA program areas.

The Senior Business Analyst will lead and supervise a variety of projects and enterprise-wide operational initiatives from concept to product delivery, maintenance, and enhancement in order to meet the needs of assigned internal and/or external customers and to ensure business systems priorities are aligned with BCA’s organizational and operational goals. You will be responsible for delivering these projects within timeline, scope and budget.

You will also provide technical expertise for multiple concurrent, medium-to-large sized projects from initiation to completion that may be complex, high risk or high profile and involve integrated custom applications and complex business processes. As well, you will be responsible for developing and maintaining relationships across the organization and with BCA’s internal and external customers with respect to planning, project management and delivery, maintenance, and enhancement of products and services.

You possess excellent planing and design skills, and your ability to establish business process standards and technical methods achieves results in a control detailed process to ensure the quality of business analysis information and processes.

In the first year, you can look forward to:

  • Supervising and leading a team of business analysts;
  • Planning, organizing, directing and managing the work of the BA team, in addition to performing analysis activities and quality assurance reviews on deliverables;
  • Building test plans and managing user acceptance testing;
  • Either completing or coordinating the completion of Privacy Impact Assessments, Security Threat and Risk Assessments and Business Cases;
  • Producing work plans to effectively manage the work, identifying key linkages and dependencies; and
  • Developing or maintaining relationships with internal business/technical staff, external partners and external vendor team(s).

Requirements:

Education

If you are an experienced and passionate professional with a University Degree in computer science, systems business analysis, information management, and software engineering, then this is the opportunity for you! A University degree or in business administration or finance (plus related IM/IT courses) and completion of a BA certificate in Business Analysis or equivalent certificate will be considered.
Completion of PM certificate or certified Project Management Professional would be an asset.

Experience

Your six years of recent related work experience in all phases of project development life cycle has demonstrated your ability to supervise staff, set priorities and manage IT systems. You are experienced in business, technology planning and complex multi-faceted/ multi-stakeholder project management in a public sector environment. Property assessment/appraisal, facilitating to groups of people, developing test strategies and test designs and applying adult learning methodologies and developing training/educational materials is preferred.

Note: An equivalent combination of education and experience may be considered.

This position is included in the Bargaining Unit and BCA intends to establish an eligibility list for this competition.
