An opportunity to enhance and transform health services delivery

The Health Sector IM/IT Division (HSIMIT) consolidates the Ministry’s information management and information technology (IM/IT) systems, including the Vital Statistics Agency and HealthLink BC, into one portfolio and ensures a coordinated approach in this critical area. A major contribution of the Division is to build and maintain a capacity for the integration of data into daily operations and policy development in support of the stewardship role of the Ministry.

The Division provides IM/IT leadership and ensures that the IM/IT strategies, policies, standards and technology initiatives support the integrated delivery of sound system-wide health information management. The province-wide planning, implementation and delivery of eHealth across BC over the next several years is a major focus of the Division’s efforts. The division also spearheads and actively supports the collaborative development of broad IM/IT strategies and plans intended for implementation across the BC health sector.

This position establishes and maintains the enterprise architecture as well as providing high-level planning for initiatives needed to enable the target Enterprise Architecture. You will mentor and influence internal and external stakeholders. In addition, you will analyze business plans and strategies to aid in defining enterprises and to assess business transformation requirements; analyze trends in the delivery of services or products to detect deficiencies in performance; monitor advancements in information technology and assess potential impacts on the Ministry and the broader health sector’s processes, products and services; established target architectures for the same; design and participate in the governance activities associated with ensuring enterprise architecture compliance; represent the Ministry as a member of architecture teams to establish target architectures for the organization and builds and maintain Enterprise Architecture repositories.

In order for applicant to be considered for this position, your resume must clearly demonstrate that they have the following education and experience:


  • Degree in the Computer/Information/Business Sciences fields plus three years of actual "Enterprise Architecture" experience; OR
  • Five years experience as an Enterprise Architect

Experience in:

  • Business Architecture which includes understanding of business analysis, strategy, business process management (BPM), and governance with a demonstrated understanding of architectural principles as applied to business analysis.


  • Applications Architecture which includes a demonstrated understanding of Business Analysis, with a strong understanding of technology and computer programming. Designing capability, analytical and decision-making abilities. 
  • Preference may be given to applicants who demonstrate experience in both the above areas and a successful applicant with experience in only one of these areas will have a requirement to become proficient in the other.
  • Experience that demonstrates an understanding of the Technology, Information and Security Architecture domains, their relevance and importance to overall Enterprise Architecture
  • Experience in writing and developing business cases, architectures/designs, and service designs
  • Experience in communication and presentations with executive, business and IT
  • Experience in developing and implementing IT standards, procedures, and policies
  • Experience applying modeling skills to a production system
