HP Advanced Solutions, Application Management Services is responsible for planning, developing and maintaining the business systems for the Revenue Programs Division and other branches of the Ministry of Finance. Application Management Services (AMS) provides service for all Revenue Programs Division business applications; many considered mission critical government applications; used by ~1,000 ministry users in multiple locations around the province and the general public accessing government information.

The Revenue Programs Division is responsible for tax administration and collection, including income, consumption resource, property and other taxes, and has taken on a broad set of responsibilities for other government revenue and accounts receivable activities.

Job Summary: 

DESCRIPTION

Reporting to the Team Lead, Application Development, the Senior Developer/Technical Analyst is responsible for reviewing application work products and providing guidance and direction to team members in areas of application design, build and implementation standards and processes.

This position assists in establishing the application and technical support standards and guidelines to ensure applications are designed and maintained according to industry and/or HP best practices. The position will leverage HPES and HPAS standards and corporate toolsets. 

The Senior Developer/Technical Analyst acts as a change agent to improve the quality of production support processes and deliverables, and works closely with support staff on a wide range of small to large and simple to complex applications.  This position functions within a fast pace, structured working environment where maintaining service levels and application availability targets for HPAS client applications is paramount.  The position will engage and liaise with clients, project teams, and third party support groups as required. This position is approached by, and proactively leads, other team members for guidance and support. They can handle multiple tasks at once and can complete work within assigned timeframes.

ACCOUNTABILITIES/DELIVERABLES

Provides analytical and programming support for the development, maintenance and enhancement of applications managed by HP Advanced Solutions and ensures information technology solutions meet defined business needs

a)During development tasks, analyzes and reviews existing code being work on to identify potential enhancements and/or changes necessary to resolve user problems or improve operating efficiency

b)Designs, develops, tests and implements system enhancements to meet new or changing user needs

c)Prepares detailed solution documents / technical specifications and consults with Business Analysts, other HPAS technical staff, Client Relationship Managers and Clients to diagnose operating problems

d)Documents solutions in compliance with required standards, methods and tools  to facilitate ongoing application management and maintenance, and implements recommended solutions

e)Provides ongoing support by reviewing application performance, identifying problems, initiating corrective actions and recommending improvements

f)Provides systems maintenance by reviewing the performance of existing systems, identifying systems failures, taking corrective action and recommending improvements and modifications

g)Develops and tests or leads the development and testing of new support and maintenance requirements, and supports users in the implementation of application modifications and enhancements

h)Maintains and enhances computer systems including change management and problem solving activities

i)Maintains awareness of industry trends, techniques, and developments

Provide leadership, consulting, technical advice, and problem resolution

a)As needed, provide team leadership under assistance and coaching of the manager, to up to 12 developers

b)Provide advice and oversight to developers in relation to best practices

c)Recommend/review approaches and solutions to resolve technical defects of significant impact

d)Perform Quality Assurance reviews of significant work products developed during regular Application Delivery Services activities

e)Identify opportunities, trade-offs, and broader issues arising from changing information technologies

f)Provide, explain, apply and interpret Application Management information, standards, policies and practices

g)Work with team members to identify and implement process improvement opportunities.

h)Develop defendable estimates for implementing new solutions

Provide technical expertise to on-going major project development activities

a)Ensure tools, processes, and environments are leveraged across initiatives

b)Ensure all aspects of system design and delivery meet HPAS’s and clients' requirements for confidentiality, security, privacy, integrity, availability, business continuity, and audit compliance

c)Liaise with business clients and Ministry information management branch resources

d)Consult with and advise clients on business solutions

e)Assist with the development of service level agreements and business plans with clients

f)Work with other technical support staff to develop business solutions for client areas

Performs other related duties

a)Participate in planning of hardware and software upgrades

b)Assist in the preparation of documents in support of procurement of goods and services

c)Provide a mentorship role for junior developers and business analysts related to business programs

SELECTION CRITERIA

Education and Experience

  • A degree or diploma in information technology, computer science or equivalent field preferred.
  • Minimum 7 years work experience in an Information Technology capacity as an application developer/analyst
  • Experience working within a System Development Life Cycle methodology
  • Experience using analysis and design tools
  • Experience working within (or knowledge of) the ITIL Best Practices process model
  • Experience working in a Production Control environment
  • Experience in Agile or similar framework

Knowledge, Skills, and Abilities

  • Demonstrated leadership abilities, including planning, organizing and coordinating skills
  • Ability to build and maintain positive working relationships
  • Ability to learn new and rapidly-changing technologies and maintain currency on essential tools
